On March 31, 2023, a meeting was heldto discuss the amendments made to the draft Constitutional Law of the Republic of Uzbekistan “On the Constitution of the Republic of Uzbekistan” at the Institute of Mechanics and Seismic Stability of Structuresof the Academy of Sciences of the Republic of Uzbekistan.
At the meeting, the Director of the Institute, Doctor of Physical and Mathematical Sciences, Professor K.S. Sultanov made a report that constitutional reforms are becoming important for the development of the country and society, explained the role and participation of researchers in this political process. Recommendations were also given here on what place future doctoral students can take in the socio-political life of the country, what they can do to become specialists in their profession and what knowledge they can master.
After that, the deputy director for scientific research work R.R. Khudaikuliyev spoke, who noted that the amendments made to the draft Constitutional Law of the Republic of Uzbekistan are an important document in the life of the country and society, and also serve to develop the nation and strengthen the foundations of statehood.
One of the most important political processes taking place in our country today is the active process of discussing constitutional changes. Because constitutional amendments are an important document that serves the development of the country, the tranquility of society and the prosperity of the way of life of people in it.
Among the documents that are historical in their essence, we mention with special respect the “Declaration of Independence”, the resolution “On the declaration of state independence of the Republic of Uzbekistan”, the law “On the foundations of state independence of the Republic of Uzbekistan” and, of course, our Basic Law — the Constitution, the speaker said.
In the new draft Constitution, Uzbekistan is recognized as a social state. This means that every citizen of this country has his own independent voice, which can fully participate in the development of statehood with its intellectual potential.
Now let’s move directly to the changes in the Constitutional Bill of the Republic of Uzbekistan:
Chapter VI. Citizenship
Article 22 - A single citizenship is established throughout the territory of the Republic of Uzbekistan. Article 28 contains proposals that a citizen of the Republic of Uzbekistan has the right to move from place to place on the territory of the republic, to come to and leave the Republic of Uzbekistan.
These articles guarantee that young professionals who have graduated from universities will be able to get a job and be provided with housing in the desired region.
During the meeting, detailed answers were given to the questions posed by the participants.
Chairman of the Council of Young Scientists A.P.Urinov touched upon the issues of Article 53 – “Economic, social, cultural and environmental rights”.
The Chairman of the Institute’s labor union, H.A.Akhmedov, made a statement that Article 73, recently adopted by the Constitution, serves to protect the socio-economic rights and interests of trade union workers, and called on everyone to take an active part in the referendum to be held on April 30, 2023.
